I suggest it could refer to this JFK speech, which to me seems relevant particularly now we know the world is being swallowed whole by an unelected global communist UN/WEF government:

I have said for a while now that we have the "makings" of a secured voting system and have had it for a long time. What? The IRS and the Social Security System. How?
First, if you are an American then you must have a Social Security number. Second, it completely bypasses all local and state interference Third, no illegal aliens or dead people will be able to vote. Fourth, you can't vote but once. Ever tried to file your taxes twice? Fifth, Electronic filing is already online and available. Sixth, mail-in feature is already in place.
Beyond the facts that the filing system is secure, available and eliminates 90% of potential voter fraud, it has one additonal feature. When you file your taxes you see exactly how much money you have contributed to the U.S. budget. A small addition to the system would allow Americans to vote on HOW and WHERE they would like their money to be allocated. So let's say I paid in $1000. I could then tell the government I want 200 to go to military funding, 300 for medical coverage, 150 for infrastructure projects. etc, etc. This would not be a dictate on how the money will be used but it will put a finger on the pulse of the American citizens on exactly what we consider important to fund. Consequently, pork funding will be essentially eliminated.
By using this existing system, sculpted for voting, we can have an accurate, secure system to enable an immediate resolution to our ancient-old voting fraud problems.

The reason it is not done that way is because it would be hard to cheat.
