Does anyone know of the origins of the detroit leaks? (Re: voter fraud training)

From my years working as counter-intelligence, the leaks seemed to have been recorded on a device that was attached to a surface (likely high up on the ceiling). The quality also leades me to believe that the device was military / professional grade. It wasn't recorded by civilian electronics by any means.
