They were running the same software and systems in 16 but there was a location that year (ITALY in 2020) in which they were going to "run the scripts" because POTUS broke the algorithm then too. The physical location had the power/internet/"wires"/whatever physically CUT to stop them from intervening, so he won. This jives with what I've heard before.
