My thought was that it might have been similar to a picture that I saw in a video the other day of one of the "panda children". That child had makeup on - white face with black around the eyes. So Laura Bush looks at it, sees a weird picture of an unhappy child in makeup. Might have been a "wtf?" moment for her. It's an odd picture. But when she shows it to Jeb...he instantly recognizes it for what it is.
