if it is then the power is working fine just across the street where the live stream camera is setup and all the lights are on.

I've checked 3 different live-streams and they're all blank... all are of the same camera so not sure what to make of that.
There are screens broadcasting some text if you go back in the live stream. Can't make out the words and not sure if significant, but the screens do eventually turn off.
I think it's BS unless the power has been out for 6 hours. Not much has changed in that time if you skim through the stream.
Could be emergency back up or a redundant system to keep just the e lights on
