That to me is communications not power outages. That makes no sense to me for power outages and working in the electric industry on power lines I don’t see that happening. There would be mass panic.
Personally, I cannot see the US power grid going down. I can't see civilian comms going down, it would descend into utter chaos VERY quickly. I think blackout means removal of good actors from twitter, socials etc.

Then what would be the point of saying it's "Continental us". Whatever it is we get our info from one place, there's no differentiation of whether it's Continental US or otherwise.
I think there's not going to be a power-blackout. But communication blackout yes (internet, telephone). And loss of that isn't as catastrophic as power blackouts, but it would make supply-chains harder (if not impossible) to do in a long-distance context.
