Compare to images of half mast to see if it's lowered further than normal.

imho the angle from where the pic was taken, below and up, makes the flag appear to be lower than half way. This is a difficult pic to see one way or another. I'm inclined to believe it's at half mast, but there should be a formal proclamation to go with it, no?
