I may have misread, but if you saying that SIPR is a map, that is not correct. Sipr is the govts high-side email system. Secret and above classification is sent over SIPR; everything below that level is sent over normal NIPR. Which is the basic .mil emai.
Not as I understood it while I was active duty. I used SIPR and NIPR, they were just email servers to us. Beyond that, I don’t know. I’m not saying you are wrong now, I just have never heard of FBCB2 in ref to .mil email. I was a Marine in a non intel/SOCOM MOS, so maybe that is why.

Yes, SIPR is email. DOD also uses AMS to transmit messages and that also has a high and low side. I read your post as referring to SIPR as a map.
