The Democrats don't want another repeat of the Capitol, if they try to inaugurate Biden they don't want to have to deal with thousands of Patriots trying to stop it. The NG presence is there to provide a show of force to keep any talk of storming the inauguration down. The further out they are the better for keeping down dissent.
Correct me if I'm wrong, but isn't the only one with authority to mobilize the NG in DC the President? I read that Pence tried to call in the NG while people were in the Capitol, but was told he didn't have the authority to do so.
In DC, it looks like it's only the President. For the state levels of the national guard, each governor can call it up or the president can call it up for use in federal missions.
