Re the timestamp difference: The text was generated by a server-side script. The site is load balanced across a number of hosts, each host runs the script when the frontend load balancer asks for that page. Hence the times are different.

It never changed for me; it was just different for everyone. Mine said 19:40:04, and never changed even after multiple refreshes, clearing cache, cookies, etc

Pedes reporting different observations is because some folk hit multiple backend hosts, while others are stickied to one backend host for all their requests.
That's even weirder.
