Everyone post what state they're from where you're getting your different times. That might be a clue as to what we're seeing. I see 19:40:41. I'm in Utah.

Somewhere in Europe: 19:48:00
New York and Massachusetts: 19:49:00
Utah and Oregon: 19:40:41
California: 19:37:40
Alberta: 19:44:12
The origin server is just rendering the current UTC time at page load because his database entry lists that he still currently holds the position.
The time doesn't change at every page load because their CDN will cache the rendered result. It will update eventually when the cached copy expires. It looks regional because CDN caches are regional.
