Here’s my take: I am a former Army Officer. There is great support for President Trump in the military ranks, but it’s not as high as some say, like 90%. Id say closer to 70. If what we think is going to occur is about to happen, a huge risk would be the Officers that don’t like or support Trump “interpreting” his orders as “illegal”. I once had a Battalion Commander that loathed Trump. He would be facing a serious cognitive dissonance if he were still in command now and received and order from 45.
So you think that they had to write this, so then if he calls the I.A. people will understand that they legally need to follow the orders and is written in the contitution?
Which worried the fuck out of me. As a combat vet Marine I try hard to talk to the young bucks and their lack of understanding is appalling. “We don’t care much for Trump’s foreign policy” is not what you’d expect to hear from a group of militants constantly claiming they “don’t want war”. If one doesn’t want endless war, then having enough of a fucking backbone to support a POTUS that garners peace in the region on endless war is a good start.

It was astounding to me how many active duty acquaintances posted publicly on social media their disdain for the President and his policy. Open insubordination became acceptable. I fucking hated Obama but served under him for 8 years. Never once did I state my feelings about him publicly. You are spot on, though, about Service Members preaching about ending wars but delightfully gleeful in the never ending conflict. I really do think this generation of Service Members know combat, but they don’t know Total War. The hey don’t know hundreds of thousands to millions killed.

Can’t say it’s specifically for the IA, but that’s a possibility. I think the second half of your comment is correct though. A message from the Joint Chiefs to all service members, especially on the topic of following orders and chain of command, is highly irregular, at least IMO.
I read the full memo and this is what I posted also on TDW: "Ok call me whatever, but they pratically saying on paper that Trump is still their commander in chief atm, and that Biden will become only after the inauguration(hope never, this is my add)."

Military take an oath of duty to no one person, organization, or party; but, rather, a founding document. This can’t be said about elected officials, at least whether they uphold it.
Who is the civilian control? FEMA.
Who controls FEMA during a state emergency? POTUS.
It’s even easier than that. President (civilian) is Commander in Chief of the Armed Forces.
