In Canada the officers were handing out fines but never having them processed so people would go to court to fight it and there is no record of the fine on file. They can't do what they are trying to and they know it.
I have the feeling it's the same here in the UK.
Most people don't realise they are incorporated and that the police/courts are also incorporated and thus subject to maritime law.
Us human beings are only subject to common law - god's law - do no harm
