The PNW is currently having a major storm event, they happen regularly, power outages are common.

A friend of mine in Texas said power is out in his area, claims it was due to snow, and it's been out for 3-4 days.

I'm in Texas and can confirm that. Snowstorm came in from the mountains, hit west texas and came across the state. Lubbock is used to having snow but it's not normal for northeast texas to have snow. There is still snow on the ground. My electric was down for two days.
