But he still used present tense for 'will look' and 'wish' when it would have made more grammatical sense to say looked' and 'wished'.
Doesn't matter what they will look at (because they supposedly won't be looking at anything) and what Trump Admin wishes again doesn't matter because it is the Biden Admin (supposedly) whose wishes on the matter are what will count.
He is definitely talking present tense and implying this is the way going forward imo.
Mixing past and present tense in a deliberate and non intuitive way is just asking for trouble.
All present tense just lessens the chance of fuck up's...

This was a pre-written speech. He was reading it, not going off the cuff. He seems to be a very careful, precise and measured man, and not prone to verbal gaffes / slip-ups / mistakes.
He chooses & states his words extremely carefully.
