Netanyahu is my guess. Pompeo tweeted about Israel earlier. Netanyahu has a blue tie, otherwise there are 5 red things in the picture, 2nd guy from right has a tiny red spot in his left hand.

Has someone been keeping count how many times we have seen the red folder? I thought I saw a post that had a theory behind that.
When you go back to watch the video. They all (except President Trump) walked away up the stairs with the document they signed last. Isreal had a black one. The other two countries had a red one.
They aren't really folders, they are those booklet things that you see when the President signs EO's and holds up to show the press. It reminds me of a book with a single page and a fancy cover.
