I think there's a number of reasons they are there. I think the biggest one is that they're there as a deterrent. If something goes bad, if somebody starts shooting, America loses. Everything needs to be squeaky clean and surgical and there can't be any rogue snipers out there trying to take out any of the actors or else it's gonna blow up and take us all down with it.
