I'm sure they put beds in stadiums and gyms as well as opening up hotels. This means guards will move in and out of there like crazy. Unless you have photos of tents and stuff.
They do. Like I said they're probably in hotels, school gyms and indoor stadiums with cots and stuff. What I was trying to get at though is that it appears like they plan their movements somewhere else and THEN go to the capital. That leads me to believe that either they don't want Congress to leave OR they plan for movements in the area INSIDE Congress. IF they do the first one, plan movements outside the Capital then they're there to keep congress in. They may be doing Military Tribunals inside the Capital. If they're planning from the Capital then they maybe acting on behalf of Congress.
