They aren't ever releasing the advanced tech to the masses. Ever. That is for their use only. Even if they achieve their wishes of a mass culling and a New World Order, the serf class will never have access to the advanced tech.

The whole point is that they merge with the machines (transhumanism) and gain ever lasting life. The serf class will die out like always.
