They had huge construction scaffolding set up on both sides of the Capitol.
This is how you saw so many rioters ascend so quickly to the second level. They wanted it to be as theatrical as possible.

Can confirm. Was on said scaffolding. It was heavy duty, almost like rafters. Had stairs on both side ends leading all the way up... Why people climbing walls when there's stairs?
