I work in construction of solar plants. This is correct, the braces are angled away from what you are protecting.

In one picture it does look like that. It the others it definitely looks like the razor wire is on the outside.

Why not have both (on the inside AND outside?)
Our local prison has the razor wire on the inside. It looks great, shining in the sun. The prison is just off the bypass surround by miles of empty property with no cover at all.
They don't want them on the outside as it would be easy for protestors to cut themselves, on the inside they serve as an anti climb over deterrent
that would make it so easy to climb over if you had a simple sheet. why would you care if some idiot cut themselves on the barbed wire? Its there to cut up idiots trying to bypass it

I think President Trump would find it an insult to America is why....as I do and I’m sure there are many other options to secure a bunch of 60 year olds. Granted, should they decide to attempt a run to the NZ bunker, this will slow them down enough so that our guys won’t have to work as hard ;)

I’ve been in physical security for 20 years; the “razor wire braces” are called “outriggers” and are set at 45 degree angles typically on the outside of your perimeter fence of whatever facility you want to protect, which you then install barbed wire or concertina wire, also called “razor wire”. For prisons, you’ll see razor wire on the inside and the outside, no body gets in or out easily. They can do one loop on each side or two loops on each side and a third on top if they are really serious. A word on the fencing they installed: it’s a special steel fencing which has been stamped and cut, has very small holes which are hard to get your fingers through and the fencing usually doesn’t have a rubber coating. If you try to put your fingers in the holes you’ll most likely slice your fingers.
