Administration will change as it is very rare to even work a full 4 years let alone another term. For their education and what they have been exposed to all through their life and now in their work they have not earned a lot of money in these government jobs. Now they can go anywhere they want into the private sector. It's too hectic and staff does not have help like the president does to do everything for him it's very hectic and people don't last that long and it is really unheard of for the same Administration staff to stay so there is a lot of packing up to do.
