There is a steam generation plant that powers heat to all of capital hill in the background. It pumps a shitload of steam out of it and is visible for miles in the winter time.
I felt similarly in new york today. It was probably just normal fog but I concur, when I walked outside today it was like an odd fog. No idea how to describe it other than that, but it struck me as well.

Funny smell? Straight fog is fresh, the humidity is kind to your eyes and nose. Polluted fog is more irritating than clean dry haze.
