I think he is saying that the government has been oppressing religious freedom.
if you understand separation of state and religion, it is about the state not enforcing a religious belief system. Think Muslims or Bloody Mary. Tough and Painful for some to remember, but the Catholic Church has executed many Protestant Christians with Government approval in Europe in Centuries gone by, the Holy Wars, King Richard vs Sarasin, Spanish Inquisition.

I think he's just stating what he thinks is the best way to protect human rights. It goes back to that huge PDF he created shared about 'human rights going forward in the world.'
