The only guidelines offered by the Constitution in regards to the Inaguration are in Article 2 Section 1 Clause 8.
Before he enter on the Execution of his Office, he shall take the following Oath or Affirmation:– I do solemnly swear (or affirm) that I will faithfully execute the Office of President of the United States, and will to the best of my Ability, preserve, protect and defend the Constitution of the United States.
Nothing about who needs to administer the Oath, and nothing specifically about WHEN it needs to be done. The only thing the Constitution affirms is about the ENDING of the current President's term, which is detailed in the 20th Amendment, Section 1.
The terms of the President and Vice President shall end at noon on the 20th day of January, and the terms of Senators and Representatives at noon on the 3d day of January, of the years in which such terms would have ended if this article had not been ratified; and the terms of their successors shall then begin.
Trump is POTUS untiil 12noon on the 20th. If Joe is not 'in place' (at the Capitol?) by 11'ish, everyone will know that he's scared and either not showing or at an alternate location. The Secret Service will know how/where to find him !

I consulted my copy of the Constitution, Article 2, section 8, as well as 20th Amendment. I did a DDG search. I cannot find where it says the swearing in had to be at the Capitol. Is this a vulnerability? Pardon my ignorance and thanks for your opinion.
If you remember Obumbler's first swearing in, the Justice "botched" the wording and Bathhouse Barry took the real oath later. Story was, he took it with his hands holding the Holy Koran, not with The Bible.
As in Johnson was sworn in in an airplane after Kennedy assassination if I recall. I believe there have been both public and private ceremonies on many occasions.
