This is incorrect. Trump would not be able to be POTUS post 1/20/2021 as per the 20th Amendment. This does not mean someone from the Trump administration could not be the current Acting POTUS, though. According to the Presidential Line of Succession, the order goes VP (Pence ineligible due to 20th amendment limitation), then Speaker of the House.
But what if the election was so compromised that even the Congressional and Senate races were invalidated?
That would mean that as of January 3rd, Nancy Pelosi is not the speaker of the house. As a matter of fact, there's not even a Congress! The Presidential Line of Succession then goes to the President pro tempore of the Senate, but surprise surprise, there's no Senate!
This brings us to the Secretary of State and the Secretary of the Treasury as Acting POTUS and Acting VP.
It could absolutely make sense that Pompeo is calling the shots in regards to the NG, keeping tabs on Biden through Secret Service and instructing the NG based on what Biden thinks he's commanding them to do, but really it's Pompeo giving the order as proxy. Same with other branches of the military. Only the very tippy top generals know the truth, and are communicating covertly with Pompeo.
