First and foremost the Washington Monument not being lit is bizarre. They generally keep it on for several reasons. It's one of the tallest building in DC and they light it up so that if planes do fly in the area they can see it generally planes aren't allowed in that area but helicopter pilots use it for orientation when patrolling the city or doing med-vac.
I know from watching the cameras several times that depending on what camera you're looking through it may be on some kind of movement program to monitor specific areas.
I don't know about when the White House is and isn't lit up. When I've looked at the cameras there it seems to be pretty well lit up but I'll give this a look.
It's obviously not a filter like at the Vatican when that whole hullabaloo was going on. I know this because that structurr next to the WH is lit up fine in the picture.

I've checked around. It has gone dark, but some are saying this happens at the same hour every night.

They confirmed it during the riots. The Whitehouse said that the lights go off every night at 11pm.
