Trump's term ends at noon on 01/20/2021. There is no extension beyond that. The chain of command goes to Biden, once sworn in. The second Biden is sworn in, then he goes to wipe out ALL of Trump's standing EOs and EDs with the full backing of congress. FEMA then answers to Biden.
