Under rules of war, does the presence of an occupying force make said location 'fallen'? If said location has fallen, does that make it the property of the winning/occupying force? Does the fallen/occupied territory then come under the laws of the nation occupying? Is there info available that dictates this series of events? Does it partially explain the waiting?
Could explain why we've seen NG/Mil assets from all across the whole nation when that wouldn't truly be necessary for inauguration security... DC, being technically foreign soil, is now occupied by the armed forces of a different sovereign nation (us, the new Republic).
