I too heard "of", but feel like that grammatically makes no sense.
They want a peaceful transition OF military power from the commander in chief Trump to the new commander in chief Biden.

The alternative would have been:
where the "n" blends in with a soft transition. BUT the -a is not commonly used in this phrase construction.
It resembles the "ta" more. But he's also wearing a mask.
It's also WIERD to reference the transition of power as "military" power.

I heard him say TO military power; however, he pronounced it “ta” and wearing a mask, was a bit muffled. None of the military would say transition of anything; definitely TO military power. Hooray!
