Could just as easily be saying that the power of the military (command) is being transferred from one president to another.

The statement "Peaceful transfer of military power" would fit in that frame of mind.

I have never heard the "Peaceful transfer of military power" ever used in the peaceful transfer of power of a President. But I could be very wrong.
