NSA General Counsel is considered a "civil service position." It's extremely difficult to remove him once he accepts that position - he's protected by civil law.

I remember when Obama took over in 2009, they wrote new rules thay anyone who had been hired/switch to civil serivce, within previous 5 years (Bush hires) they can be replaced. Mostly hit Justice Department hard - lots of leftist ideology moved in. Then, summer of 2016, they reverted the rule - so that new administration (in case Trump) could not let Obama hires go.
