The content of the drop is very much talking about what is happening right now (though the date and the stuff about HRC are definitely disinfo). I think trying to find a pattern in the 10/30 is probably not gonna result in anything.

"Activated for duty" to me means it's time and my boots are on. The country (or just the SGM) needs me I am headed to formation for marching orders on how to save the republic (or to stop walking on the grass).
"Standby" or something similar would be more of the notification you describe.

I just read 10/30 as a ratio for some reason. As in 10 out of 30 or 1/3rd. Not sure if that would make any sense in this scenario
The date probably has some meaning. Who knows, but it’s fun to try to figure it out. The take home is over 3 years ago we were told what was going to happen.
