For operational security I didn't think the cabinet people were allowed to run whatever apps they wanted. I thought their phones were tightly locked down. Unless he also carries a personal one but I imagine that is not allowed either.

Covid is a useful excuse when they have to disappear from the public scene without being questioned. Arrest or just being forced to step down is definitely a possibility.
