Because the federal government is sovereign. They are insulated from We the People. You have to ask them if you can sue them. They are not beholden to Americans. Makes perfect sense.
It clearly shows that the government is illegitimate. If you have to ask for permission to address grievances, then it is not a government of the people, by the people and for the people. It is a dictatorship at that point.
