Right after the Civil War the united States of America was broke. In order to borrow money they created a government for the District of Columbia under the Constitution OF the UNITED STATES OF AMERICA. This is a separate from the Constitution FOR the united States of America. The corporation has the power to borrow based upon that new government's ability to tax the American people. The gold fringed flags represent a specific set of laws under that corporation. I admit I don't understand it all. But it deals with the Act of 1871. I recommend you look it up.
