The Nuclear Football is always with a General on his side, but as his term expires, even if the bag is with him, Biden will take the one of Pence, or a third one ( there are at least 3 or 4 identical bags ready also for "designated survivors", the NF contains only authentication methods, not any switch itself, it can be deactivated and new authorization codes can be issued in the same exact moment Biden takes oath
