By creating Q and having DJT as Q+ they (military intelligence) had a PLAN. They took control and in essence controlled DJT as Q+ by telling him what he needed to do to institute the plan. They told him who he could trust -- Barr, Wray, Haspel etc... and he did only to get betrayed over and over again.
Still, though, I think it's highly stupid to wake up the enemy and teach them so much only to betray 80+ million people most of whom have guns.
