Possibly people are referring to Presidential Actions? That's the category that they are under on the whitehouse.gov website:

It's just a virtual signalling move, 'order' sounded too menacing for the left. so they changed the wording to 'action' instead.
Do the EOs get a number after they go through the OFR? I know the one ones on whitehouse.gov under Trump already had numbers when they were posted to the site.
