By executive orders, you mean blank pieces of paper?
if you watch it on youtube you can see the text. The video angle and whatever camera the person uses on the video that's viral on twitter is just plagued with horrible exposure settings so the white paper gets washed out. That's usually either cause the person operating the camera is dogshit or the camera doesn't have a high enough dynamic range.

That resolution was crap, paper can do that at low res. I believe you can see it in the 1080p original.
