Trumps farewell speech. Says he set some things up and if left alone everything should be okay. Kind of mumbles as not to let slip.

Perhaps Miller was there as a layer/role for the transition into the inauguration? To setup the military presence in DC and get everything necessary to the military leadership?

Just thinking out loud on how he could have maximized impact w/ Ezra/Ellis, knowing this was coming and knowing exactly what needed to be done in short order.
