Look at the screenshot. It says "Tweet your reply" and shows Ted Cruz's avatar. The only person who could have taken that screenshot is the person logged into Ted Cruz's Twitter account.

I must admit that I don't know shit about Twitter, but without a Twitter account I can see it because the "Tweet your reply" part is from a screenshot and not from Twitter itself.
