No govern actually elected, was really elected by the people. Both parties ( well more them 2 in Italy) didn't get the majority, to avoid having new elections, the 2 groups Who received more votes, agreed to form a coalition. Salvini and Di Maio made an Accord. For some time Salvini and Conte(part of di Maio party) shared the premier position, then Salvini saw that things weren't going so well in the country and that the 5 stelle(di Maio party) was stopping too many reforms that la lega(Salvini) wanted approved. They weren't really ruling together. Salvini then tried remove Conte, but was outsmarted, and now we are in the present situation. The people didn't vote for any of them with enough votes to be in Power but they still are.
Yes, you're right. I was being overly glib. They aren't a direct democracy. Even so, the volatile and frequent swings in Italy make our form of democratic republic, with more checks between the popular vote and the control of government, look good by comparison.
