That is a peacoat doesn’t have ribbons, the reason you don’t see the scarf is because it’s wrapped around the blouse. He is navy. You can look up pictures

We don't wear ribbons or awards on foul weather gear. In the picture below, the officer is wearing his overcoat. The braid on the brim of his hat, the shoulder boards, and the sleeves tell the story.
