This EO was actually signed and PUBLISHED TWO MONTHS EARLIER on 11/12/20 (https://www.trumpwhitehouse.gov/presidential-actions/executive-order-addressing-threat-securities-investments-finance-communist-chinese-military-companies/), immediately after which it was discussed in the media (https://www.reuters.com/article/usa-china-securities-idUSKBN27T1MD).
