Your and other explanations like State senators are certainly feasible, but Ward should have been smart enough to recognize the problem with saying 109 senators and then provided clarification or even a guess about how his "sources" arrived at that number. I don't see anything about an "extension". This just appears to be an amendment "to include reimbursement for eligible emergency protective measures". The original Emergency Declaration may still be in force(?) but this looks like an accounting measure to make sure everyone with a claim can "draw funds" to reimburse them for the horrible "disaster" that occurred in DC.
Unless the DlA has a huge "slush fund" like the ClA (obtained from MASSIVE worldwide smuggling of weapons and drugs -- commonly accepted by nearly everyone, but what about human trafficking?), it's doubtful the military could pull off something of this magnitude (just like it's doubtful that a bunch of small investors could take it this far). Best bet (like always) is to "follow the money" -- numerous HUGE "institutional" investors were "long" and will come out literally BILLIONS ahead. I doubt they'd have any qualms with throwing a few of their hedge fund COMPETITORS under the bus and maybe a bank or two along with it (as long as they don't also get hurt in the process).
