Army regs on proper wearing of uniforms does NOT permit medals to be shown on cold-weather overcoats. His jacked (also called a "blouse" in the military) is where his medals go, just like in the top pic. It was freezing cold that day, so the overcoat was called for.... no medals.
It's a winter coat. Someone pointed this out on Gab, and a retired army sergeant notified everyone of this. Winter coats are not decorated.

He is in full dress. he’s wearing his peacoat with the white scarf. Peacoat does not have medals on them.

The jacket is worn as is. Does not require anything but rank. It is worn as described and depicted in uniform regs.
