Xao Bai Ding wants us all to buy American products now. Can't argue with that now or before. What is he playing at, though? Maybe he meant "buy more Americans".

They take us for fools. The Buy American Act (BAA) has been in place since 1933. There is a clause in all government procurement bid requests that suppliers Buy American or provide Trade Agreements Act - TAA products (products made from parts sourced from approved countries).
He is not doing anything new.
Well ... while good on paper, one angle is that it creates a new office under OMB (Office of Management and Budget) named Made in America Office complete with a new director. Yay more swamp creatures.
There is also a built in waiver process for agencies that cannot comply for whatever reason. That information is supose to be public (if applicable) on a website that this EO creates. The EO doesn't specify what that website is, just that one must be created. Probably from the newly minted Made in America Office. So thats nice for accountability.
I don't want to sit here and shoot down everything the other side does. This is a net positive. Its too bad we had to have a little government overreach to dictate other government agencies how to spend their money. But I have a feeling that waiver list is going to be a mile long.

Its symbolic and doesnt do anything. Most government agencies already buy American, but with how little is made here how much can you do? As far as manufacturing goes, it's usually just assembled here. A lot of technologies dont have a supply line here and it wont end without actual incentives to move back.
Biden signed a piece of paper telling people to do some stuff. Low energy solutions get low energy results. Trump was negotiating with tariffs as leverage for 3 years to get the process started. It took decades to destroy our manufacturing industry and it will take at least that long to bring it back.
Biden said "Buy American".
What he meant was "Bye, America!!!" ... or possibly an invitation to the world: "Buy America!!!"
