Your wrong. Normally both windows of a double hung window move. This is from pre air conditioning days. I've owned and have lived in many older homes were I could switch the windows about.
No friend, you're wrong. He clearly said
Both sashes can in fact move independently of each other, but cannot bypass each other to close in opposite positions. If the top is down. The bottom MUST also be down and vice-versa.

Thank you. I a construction fag (years but moved on) have been around lots of windows and have never seen what they describe. What you have said makes sense. Even European windows close a specific way.
