You are sure that both top and bottom windows move? Normally only the bottom moves. Sometimes the top window can push out but not slide down. And windows that do are still meant to close to their original position. I have nevr seen windows that both top and bottom move vertically and can close in both settings.

There isnt one. That configuration would allow rain in.
Your wrong. Normally both windows of a double hung window move. This is from pre air conditioning days. I've owned and have lived in many older homes were I could switch the windows about.

Thank you. I a construction fag (years but moved on) have been around lots of windows and have never seen what they describe. What you have said makes sense. Even European windows close a specific way.
Well, considering WH remodels tend to be covered over the time Trump did ANYTHING to it, why is there no results of his making such a move, let alone a haphazardly one that would actually ruin the purpose of the fucking window.
Windows have stops to limit how high/low they can go.
But windows can also be replaced. Just makes no sense to have outsode opening lower windows.
I’m just playing Devil’s Advocate here: would it make sense for the windows to open if they’re likely bullet proof?
I’d say they can’t open at all. Or, at a minimum, the upper on opens so there isn’t any risk to the people inside.
